The 2007-08 season looks to be the best ever. Why? Don't they say that every year? In the rest of this post, I will try to explain both of those questions by doing an in-depth review of every some of the teams.
The answer to question 2 is yes. This is the answer to question 1.
Arsenal
Nickname: The Gunners/Gooners
After 2 consectutive 4th place finishes, Aresene Wenger's team of youngsters, plus Lehmann, Gallas and Gilberto, want to win the title. The younsters know have the same amount of youngsters as Beckham, Giggs etc did when they won the title.
Star Player: Cesc Fabregas
Brilliant young spanish playmaker, will be world class one day.
Young star: Theo Walcott
It's now or never for Theo.
Key signing: Sanga £2 million
24-year-old French right back. More defensive than Eboue, who ought to play as a right winger for the early part of the season.
Other signings: Ecuardo da Silva undisclosed, Luis Fabwinski £2 million
Players out: Freddie Ljunberg £7.5 million (West Ham), Thierry Henry £16.6 million (Bareclona), Jermaine Alidiere £2 million (Middlesboro), Jose Antonio Reyes £5.75 million (Athletico Madrid)

Blackburn Rovers(yes I skipped a few)
Nickname: Rovers
Mark Hughes' lads are a good side but quite inconsitent. They haven't been the same since they lost Craig Bellamy a year ago. The midfield is strong and they have a lot of strikers, but the defnce is weak. Luckily, Brad Fridel in goal is one of the best 'keepers in the league
Star Player: Morten Gamst Pedersen
The left winger scores goals galore. Toghther with David Bentley, Blackburn have 2 very strong wingers. Has a cracking left foot.
Youngster: Matt Derbyshire
Cracking young striker. Scored 5 goals from the bench last season and already has one in this. A future England no.10.
Key signing: Roque Sant Cruz
The Paraugy international fell out of favour at Bayern Munich last season, but is still quality. Already has a goal.
Other signings: Marc Rigters [Feynoyd]

Sammy Lee will look to save Bolton from relagation, and then aim for Europe.

Other singings: Gavin McCann £1 million, Jloyd Samuel free (both from Villa)

Jose's bunch of cheaters want to do the double, at least. The new signings are not top quality, but Malouda and Alves (if they get him) might help them re-overtake United. However, they have already had to resort to cheating.
Star player
Didier Drogba, Petr Cech and Frank Lampard are all crucial, but most important of all is John Terry. The strong centre back and captain is a rock at the back and even scores goals.
Youngster
Shaun Wright-Phillips, Arjen Robben and Salomon Kalou are all still young, but Scott Sinclair is more of a fringe player. Therefore, he gets the youngster tag.
Key new signing: Tal Ben Haim
Okay, I said before that Ben Haim, Pizzaro and Sidwell are not as good as their current players, but Ben Haim can play right back well, a position that has troubled Chelsea since Gallas went on strike. Dani Alves will be a welcome new addition as he is the best right back in the world.
Other signings: Florent Malouda, Steve Sidwell, Claudio Pizzaro, some kid from Oldham.

Liverpool (seeing as you asked so nicely):
Nickname: The Reds/The Pool
Rafa Benitez knows his time is running out. He has to win the title this season. Will Torres, Babel and Voroin get it for them?
Star Player:
Steven Gerrard, the commanding box-to-box midfielder. World class, key player for England.
Youngster: Ryan Babel
The new signing from Ajax has a bright future ahead of him.
Key new signing: Fernando Torres
Better than Wayne Rooney. Despite being a striker, he has been Athletico's captain for 4 years. A great young striker, good in the air, a fantastic finisher, and has a powerful long shot on him.
